Kelvin is an arbitration practitioner who is also a seasoned construction specialist. Kelvin has inimitable proficiency in a wide range of technical and commercial aspects vis-à-vis the international construction ecosystem when conflicts arise.

Trained initially as an engineering construction project manager and quantity surveyor, with more than two decades of hands-on practice experience in infrastructure construction, capital projects development and project financing; Kelvin wears many hats across many firms in Asia.

Kelvin has a background in master-planning, infrastructure development, architectural and engineering construction, project and study management, project controls and contract administration, design management, cost engineering and management, project financing and financial modelling; as well as, dispute resolution. Working with MNCs, prominent Asian business families, developers, consultants and contractors in the international environmental engineering, mining, oil and gas, infrastructure and building construction industries, Kelvin has delivered studies along with EPC, EPCM, DBOOT, DBF, DBL, D&B and O&M contracts in Australia, Africa, China, Hong Kong, Taiwan, Singapore and Mainland Southeast Asia.

Regarded as being proficient in commercial, legal and technical aspects of the international construction ecosystem, Kelvin has been instructed on numerous litigation, mediation, adjudication and arbitration matters in various jurisdictions – serving as claims consultant, testifying expert witness, shadow expert, mediator, and construction adjudicator. Like all other members of the Chambers, Kelvin has a Postgraduate Diploma in International Commercial Arbitration conducted by the Chartered Institute of Arbitrators (CIArb) at Oxford University. Kelvin is a Fellow of the CIArb and the Asia Pacific Institute of Experts (APIEx); as well as a Member of the Society of Construction Law and the International Institute of Strategic Studies.

  • 2023 Single Joint Expert for the State Courts of Singapore for disputed insurance claims and quantification of damages suffered by parties in relation to a fire affecting two private dwelling houses in Singapore.

  • 2017-2018 Litigation matter between a sub-contractor and a main contractor in relation to incomplete works for a logistics hub in Singapore.

  • 2016 Arbitration pertaining to wrongful termination and incomplete payment between an international main contractor and the employer’s project management consultant for an industrial facility in Singapore.

  • 2016 Litigation matter between a main contractor and a sub-contractor in relation to incomplete works, over-payment and back-charges for an industrial facility in Singapore.

  • 2015 Litigation matter between a developer and a main contractor versus a sub-contractor in relation to over-payment and incomplete works as well as defence against counterclaim by the sub-contractor for the construction of a private dwelling house.
